Jay Rickabaugh

Jay Rickabaugh is an assistant professor in the department of Public Administration at NC State’s School of Public and International Affairs. He researches how governments cooperate on a wide array of policy issues. His research has been published by the American Review of Public Administration and Public Administration journals. He is a contributing author to the 2019 book Discovering American Regionalism: An Introduction to Regional Intergovernmental Organizations. Rickabaugh loves what are known as “wicked problems,” or problems that are difficult or impossible to solve because there are no immediate consequences or ultimate solutions. These problems usually require lots of different people with a variety of expertise to address. Some examples of this are opioid addiction or food deserts. Each crisis has its own layers of people involved and stressors on the systems of intervention.
